Companies — per breach found.
Fifth-class contravention: €1,500 for a natural person (article 131-13 of the
French penal code), multiplied by five for a legal person (article 131-41).

Public bodies — maximum for failure to meet
the accessibility obligation under article 47, I; €25,000 for the obligations
under III and IV.
Company breaches are established under article R. 451-4 of the French consumer code. For public bodies, penalties follow a formal notice (law no. 2005-102, article 47-1); where the same breach persists six months after a penalty, a fresh one may be imposed.
A missing accessibility statement is a breach distinct from the site's non-conformity. The 25 applicable European texts.
